Arnhem moet ICAN Cities Appeal tegen kern­wapens onder­te­kenen

De Fracties van de Partij voor de Dieren en GroenLinks in Arnhem willen dat het VN-kernwapenverdrag, dat een wereldwijd verbod op kernwapens beoogt, nu snel wordt ondertekend door Nederland. Het gemeentebestuur moet daar bij de regering op aandringen. Leo de Groot en Marie José Navis gaan een motie indienen met die strekking.

75 jaar geleden, op 6 augustus 1945, viel de eerste atoombom op Hiroshima. Drie dagen later, op 9 augustus, werd een tweede op Nagasaki geworpen. Beide steden werden volledig verwoest en er vielen honderdduizenden slachtoffers. Nog steeds zijn er zoveel kernwapens in de wereld dat de planeet volledig verwoest kan worden. De dreiging van een conflict met atoomwapens is nog steeds reëel. Ook in Nederland liggen nog steeds kernwapens opgeslagen.

De organisatie ICAN, (the International Campaign to Abolish Nuclear weapons) spant zich in om alle landen het VN-kernwapenverdrag te laten ondertekenen. Nederland heeft dat tot nu toe niet gedaan. Eén van de initiatieven van ICAN om van onderop regeringen aan te sporen tot ondertekening is het ICAN Cities Appeal. Deelnemende steden hebben de volgende verklaring ondertekend:

”Onze gemeente/stad heeft grote zorgen over de ernstige bedreiging die kernwapens vormen voor mensen wereldwijd. We geloven dat onze inwoners het recht hebben om te leven in een wereld zonder deze dreiging. Ieder gebruik van kernwapens, opzettelijk of per ongeluk, zou catastrofale, wijdverbreide en langdurige gevolgen hebben voor zowel mensen als het milieu. Daarom verwelkomen we het VN-Kernwapenverbod dat in 2017 door de Verenigde Naties is aangenomen en roepen we onze regering op dit Verdrag zo snel mogelijk te ondertekenen en te ratificeren.”

De Arnhemse fracties van de Partij voor de Dieren en van GroenLinks willen dat ook Arnhem het Cities Appeal ondertekent. Middels een motie, waar op een komende raadsvergadering over zal worden gestemd, wordt B&W daartoe opgedragen. Volgens de fractie is de enige manier om de catastrofale gevolgen van een kernwapenconflict uit te sluiten, deze wapens volledig uit te bannen. De fractie rekent op de steun van de raad en van het Arnhemse college. Burgemeester Marcouch is lid van de internationale groep “Mayors for Peace”, die het Cities Appeal al heeft getekend. Met deze motie wordt dit signaal nogmaals gegeven, nu ondersteund door raad en voltallig college.

Arnhem must sign ICAN Cities Appeal against nuclear weapons

The groups of the Party for the Animals and GroenLinks in the City Council of Arnhem want the Dutch National government to quickly sign the UN nuclear weapons treaty, which calls for a worldwide ban on nuclear weapons. The city council must urge the Dutch government to do so. Leo de Groot and Marie José Navis are going to table a motion to that effect.

75 years ago, on August 6, 1945, the first atomic bomb fell on Hiroshima. Three days later, on August 9, a second one was detonated in Nagasaki. Both cities were completely destroyed and hundreds of thousands were killed. There are still enough nuclear weapons in the world to completely annihilate the planet. The threat of a nuclear weapons conflict is still real. Nuclear weapons are still stored in the Netherlands.

ICAN, the International Campaign to Abolish Nuclear Weapons, is committed to getting all countries of the world to sign the UN Nuclear Weapons Treaty. The Netherlands has not yet done so. ICAN Cities Appeal is a grassroots initiative to urge governments to sign. Participating cities have signed the following statement:

“Our city/town is deeply concerned about the grave threat that nuclear weapons pose to communities throughout the world. We firmly believe that our residents have the right to live in a world free from this threat. Any use of nuclear weapons, whether deliberate or accidental, would have catastrophic, far-reaching and long-lastingconsequences for people and the environment. Therefore, we support the Treaty on the Prohibition of Nuclear Weapons and call on our governments to sign and ratify it.”

The Arnhem council fractions of the Party for the Animals and of GroenLinks want Arnhem to sign the Cities Appeal as well. To that effect, they will table a motion at a forthcoming council meeting after summer recess. According to the fractions, the only way to rule out the catastrophic consequences of a nuclear weapons conflict is to completely eliminate these weapons. The fractions count on the support of the council and the Arnhem college. Mayor Ahmed Marcouch is a member of the international group “Mayors for Peace”, which has already signed the Cities Appeal. With this motion this signal is to be given again, now supported by the council and the full college.
